The commission could have just as easily approved pacquiao to get the shot. What would it have hurt them regardless of the protocol. From my experience in watching sporting events when a athlete is injured you see some sort of indicator, a limp, throwing the punch is different, protecting the ribs, something, I didn't see anything that would have me believe either fighter was severely injured.
