I'm not so sure, not easy to judge, I think it may have been only partially blocked, that it hit Pacquiao's glove then carried on through to hit Pacquiao on the top of the head.

it's very obvious by the second pic that floyds fist met pacquiao's glove, it hit a dead end and then proceeded to slide off as the next(first pic) frame shows
