I've had a torn rotator cuff for years, and only in the past couple years has the range of motion be severely marginalized. I've had to stop doing any exersizing involving the arms. But essentially, especially if it's a recent rotator cuff injury, you can have some motion depending on the severity of it. Even raising arms above the head... just not for long.
