except you conveniently left out that back when mayweather used xylocaine nearly 10 years ago it was legal. since then the rules have changed, mayweather no longer uses it and pacquiao wasnt allowed to numb anything up either as a result. mayweather never used is on his arms either, even back when it was legal.
