          That's if you ignore the times Pacquiao rocked Floyd and had him hurt at times that forced him to cover up. Every other time, Floyd clinched when Manny launched in and pushed him on the back of his neck at times.

                  According to the news they put out, Team PAC told them 90 minutes before the fight.

                  Remember USADA and NSAC are 2 different agencies that don't work hand in hand. He told USADA that he was hurt, why would he tell the NSAC that he wasn't hurt.

                  It looks like the commission went by the book here, we'll see.
