It was the Nevada Commission that caught him but based on the article all fighters under PBC are tested by USADA.

Wow, they just lost all credibility. I wouldn't have imagined something like this and well... Nevada isn't trying to out Mayweather, they would snitch on a fighter like Molina. That goes for Manny too by the way, I don't think, at least this fight will any positive tests become public.
