All time greats have to be the very best of the best and should mean top 100 at the very least. You have All time greats then you have Hall of famers

Same thing with the word legends.
The show on HBO called Legends only showed one and it was George Foreman(that's even debatable). The rest were ATGs(Hopkins & DLH) and HOFs(Lewis & Mosley).Comment

On to the debate about HOF and ATG - 'ATG' is just a term coined by fans to rank the very best fighters, yet there is no definitive criteria on what it requires to be classed as an ATG, or a solid list of ATGs and their ranking. Hall of Famer is the status and place boxers aim to be inducted into, after that ATG status is a product of how the fans see said fighter(s).
For example, Floyd and Wlad will be in the HOF for certain, but maybe a fan somewhere won't see them as ATG's for some reason. That doesn't matter though, since it is completely objective and no 'rules' set in stone about when a fighter becomes an 'ATG'.Comment
