Hearn hasn't backed down from wanting to put Brook in with anyone, so I'm not sure what you're talking about. If he could put Brook in with Floyd, Manny, or Khan, he'd do so in a heartbeat. Bradley doesn't really bring any money stateside, so if he was willing to travel, they'd take that fight too.

Thurman doesn't bring enough money yet, but you can't point to a single other fighter that Hearn wouldn't throw him in their with, especially at 147.

The real question is whether Golden Boy, or any other promoter, is willing to send a 5'6 Matthyesse, or any fighter, over to an English stadium to tangle with a 5'9 massive welterweight, with pop in both hands and top-level boxing skills, who also happens to just now be starting to hit his physical peak.
