The fight was in negotiation to be a title fight but Provodnikov's team and promoter refused the opportunity and now the winner will face the winner of Postol-Garcia (or Postol if Garcia vacates) for the WBC belt. Why would they reject a possible interim title fight? They would become full champion if Garcia vacates. Also De La hoya says that the winner could potentially face Mayweather or more likely Pacquiao. Sources:

Yes, an interim belt holder becomes the full champion if the full champ vacates however the silver belt holder is in line for a shot but does not get elevated if the
Champ vacates. I spoke to some argentinian journalists regarding matthysse and the belt.

Straight from Mauricio Sulaiman. Matthysse will fight Garcia-Postol winner, or more probably Garcia will vacate and Matthysse will fight Postol.

Maybe Provodnikov will be moving up in weight straight after and therefore doesn't want to pay the sanctioning fee?

So if the interim title was on the line, and Garcia vacated, the Provo-Lucas winner would automatically become full champion ahead of mandatory Postol?

Weird, but I guess the WBC can do what it likes.
