There is a loophole in the law that needs to be closed in order to effectively enforce it. While it is illegal to use such substances as steroids without a doctor's prescription, there are versions of them which can be bought online and even in supplement stores. these "over the counter" and black market steroids are as dangerous, and in some cases, more dangerous than the illegal prescription grade. If the government closed that loophole, then it could effectively at least make all non-prescription steroid use, sale and possession illegal. Then, not only would athletes but all citizens be subjected to the law, including young kids who see the allure of pro sports and mimic pros who juice.
