Not defending that dude, but whether an excuse is true or false it is irrelevant.An excuse is a reason or justification, or defense put forward to lessen blame, or in your example for missing work. So either one of those you listed is an excuse whether true or not, hence the saying "you are excused".

So if pac lost and blamed the reasons for loosing on a well documented ailment of his, in this case, severe calf cramps; that by its very definition is an excuse.
