HBO want commitment from Cotto for Canelo next if they broadcast his fights

Well HBO has GGG too, so I'm sure they'll give Cotto two options: Canelo or GGG.

They know that that Cotto will not fight GGG and will vacate the title instead. That makes the next best fight against Canelo. Besides... they know that if there is by some miracle a GGG - Cotto fight, it will be on HBO and they do not have to deal for that one.

The lineal title is not meaningless. In fact, it is the only meaningful title in all of boxing. No one has won the lineal title in more than 4 weight classes.

Manny Pacquiao and Miguel Cotto are high quality opposition. So much so that it would earn him unanimous recognition as Fighter of the Year.
