First off, the $5 million penalty that Pacquiao is demanding that Floyd pays once Floyd gets caught using PEDs is IN ADDITION to the financial and ban penalties that Mayweather would incur after he has been caught using PEDs. the $5 million does not affect these.
Secondly, the $5 million might be small in relation to Pac's and Floyd's earnings. It would also be very small relative to what Pac will win in a lawsuit once Floyd is caught cheating. BUT BUT BUT it is a lot of money and could have massive impact once applied to Pacquiao's charity. Be aware that even $11 per month could feed some of the street children that Pacquiao helps via his charities.
