Because their 'champions' are gutless and refuse to fight the best contenders in their division. This is a way to keep the WBC in the news instead of forgotten in the back of some chicken fighter's closet.

If Cotto vacates or is stripped, Golovkin will not be fighting for the vacant belt. Since he is the interim champion, he will just be elevated to full status champion. This is what the wbc always does, or at least since i started to watch boxing. As for the eliminator, if it ever happens i would go with Johnson as i think he's the better fighter. He would be an undefeated fighter right now, if it were not for the Stevens fight, a fight he was winning easily until he got stopped when he should have just taken a knee and survive the round to win by decision.
