That's not the reason to choose someone else. I mean, Tyson is only 5'10". Bulking an actor up is no sweat for Hollywood, and the camera adds some weight. They can also pick guys to represent the opposing fighters who are naturally thinner.

That said...

Impressions aren't good acting. They are impressions. This will be a dramatic movie, and thus the goal is to NOT be able to tell the actor(s) are acting. An impression would be horrible.

Foxx is a bad choice, mostly because he's as old as Tyson currently is, and he's already done the big biopic with Ray.
