The major flaw with it, is that lineages can be two different types:
A newly established lineage, i.e rank 1 vs 2. Even here theres flaws and differences of opinion (Mayweather at 147), but most of the time it does crown the best in the division.
But where the biggest issue lies, is with existing lineages. You can win a lineal title on 1 win alone, despite the state of the fighter who currently holds it. That doesnt necessarily qualify someone as the best fighter in the division. Too often prople throw out the lineal label without differentiating between these, as they are clealry not the same
Lineal =/= best.
