Can't be bothered with these USADA/VADA tit for tat arguments as they're pretty childish. I can say that I'll always consider Pacquiao innocent until proven guilty.
However (isn't there always one), I'll never know how refusing to do tests doesn't make you look guilty. It was never anything the other side weren't prepared to do themselves, so like Holyfield did before him, Pacquiao should've just took the test and whooped Mayweather for implying he's a cheat as much as for any other reason. Refusing because "Pacquiao's the A-side" is a diva-like antic I'd expect from Mayweather, not the humble people's champion. On either point, refusing more stringent testing just isn't something I'd defend, especially when it meant walking from the biggest fight of modern times.
Mayweather and Pacquiao have both embarrassed their die-hard fans at different times. One fights under a catchweight after flaming the other for doing it. The other says "Random testing is good for boxing (only after getting flattened), after refusing to take them at the most important time in boxing.
