I've seen journalists say it's banned in 40+ states and others say it's not banned at all and others say it's also banned in Nevada but they have some loophole where they can't test for it until the week of the fight... Nobody seems to agree.Comment

No it's definitely been regulated and resulted in bans before, a quick google will yield that much:

But it seems in more recent years it's become a blurry loophole in Nevada, where according to commission director Kizer, it's banned unless you send in a document specifying the injury, then it can be allowed on a case-to-case basis, possibly for training rather than fight night? I think the last part you said is right. Fighters can use it in training but can't up to a week before the fight or during.Comment

It doesn't make your hand any stronger. it just helps a boxer feel less pain when their hand gets damaged so they can get over the pain and finish the fight. It doesn't make you a better fighter

completely disagree with this. if your hands are numb then you will feel less pain and be able to punch as strong as you can. if you feel pain, you will punch weaker because of the pain..It doesn't make your hand any stronger. it just helps a boxer feel less pain when their hand gets damaged so they can get over the pain and finish the fight.
