If Pacquiao and Mayweather, or any two fighters preparing to face-off, both called the same two guys and asked them to join camp for sparring, the fighters would likely go with who paid the most.....
..... how is this any different ?
If those guys are really that good, and they can really offer that much value to Pacquiao..... then pay them more, its real simple. If you're not prepared to pay them more, then I doubt that they would have added that much value anyways.

Finally, I'm sure that the potential sparring partner would rather get the experience with sparring with someone of the caliber of Manny BUT it's not just the money. Heavy pressure can be put by some not so good people that will tell you to sit down and take the money instead of sparring OR ELSE! You don't want to get into someone's black list so its not as great as you think for the sparring partner.
So what you call a fair game may end up being anything but a fair game. Yes, even for the sparring partner who needs to sit his asS down!!!
