Nah, you're right... I have nothing to base that on. I mean a guy who pays people to step aside left and right, squat on venues to prevent other fights from happenings, purposely make guys sit until their contracts are out.... would never.....ever....pay sparring partners to not fight.

Absolutely bizarre if true. A boost for the Pacquiao camp if anything. You can dress that up as 'mind games' but it's the actions of a guy who's scared.

This is very common actually. Shady but common. The most notable person I ever heard of doing this was Emanuel Steward. There was a fighter that had s style very similar to Lennox Lewis style minus a good jab and defense. Emanuel would pay the guy more than there opponent would offer them. Steward stated that he made the subject come to the gym for the Tyson fight. It is dirty because Mayweather was able to get all the people he wanted except Errol Spence who gave him his best southpaw work in the past (Black eye). He even got one of the sparring partners that help prepare Bradley for Manny.
