Years ago there was no one above Lampley, but once his hate for Mayweather infected his brain, he just fell off. Couple that with his love affair affection for Manny and he's just plain annoying now.

I've always liked how Lampley has called fights. It's Merchant I can't stand. Dude is just the most negative man ever. This is the highest level, every fight isn't gonna be a barnburner.

Top Rank's feed is usually meant for international broadcasts. Sure, it's possible they have come up with some different arrangement, but there's nothing about Mayweather being lead promoter that inherently prevents it. They share royalties, or just come up with a new name for it. Doesn't matter. As long as there's a streaming version. Don't see why they would be against having a stream.

Larry Merchant merchant said he's in talks to be commentator for the fight, so the Top Rank feed is what I'm assuming he's talking about.

This is where you're getting the business end confused. Big lead promoter is a huge deal, and Top Rank is not the lead promoter. So Top Rank cannot stream it without the consent of Mayweather Promotions. The lead promoter runs the show.

Top Rank cannot and will not be running any streams man. If you do see a stream, it'll be from something like Sky Sports, and that's where you may also see/hear Merchant. Top Rank isn't the lead promoter, they have little rights. And they were paid to step aside in that manner.
