Rios might not be a good overall fighter like Maidana but the two are them are equal when it comes to ability.

Rio's is far superior in offense and defense on the inside, his chin is better, and he has much deeper gas tank.

Broner does not respond well to heavy pressure from a good puncher. Rios would stay in his face throwing hard combos to head and body. He would land some bombs on Rios but Rios would still stay on him and win.
