I think unless you are a ppv star you won't ask for testing because it costs too much. In any case Pascal offered to pay when he wanted to smear Kovalev but then put his tail between his legs and walked home when it was time to pay the bill(the bill of the real test).
Kovalev sent the contract over without testing in it, which is why it got signed without testing.
If you didn't want VADA when you made the fight, you don't need it now.
Kovalev should be mad at Duva, not pascal.

The sanctioning commissions should first agree to standard drug testing en****** of not more than 2 choices, VADA or USADA, to be used for all sanctioned fights. It should then be established during negotiations which one will be used, and both fighters should use the same entity. Each promoter pays for his or her own fighter's testing. Clean fighters should have no problem with this. Dirty fighters will be the ones who are resistant. Without anti-doping standardization, this aspect of boxing will remain dirty.

Kathy Duva sent over a contract with no testing in it. Pascal signed it. pascal then asked for testing. He said he'd pay for the WADA. Kathy says, no make it VADA. Pascal refuses. Kathy defends herself in media by saying its her choice and maybe pascal doesn't want VADA because its cheaper and better.

You have your mind made up its a smear campaign. I can't change that. That also doesn't justify a contract without testing in 2015 for a fight of this level.
