Because a video proves little to nothing. It's official documentation that proves he was tested, and there's official documentation and witnesses that have proven this. Video footage is not equivalent and is much less important than official documentation, any court will tell you this.

Although, no video footage exists of Pacquiao's past random drug tests with VADA and NSAC, there is official documentation that he did take tests and passed. This is far more important than video footage. But you don't seem to understand this because you're still coping with depression.
