Do I really need to explain it to you?
Do I have to go through semantics and the reasons why, to hold you hand and walk you through this?
Obviously you use the American system of odds.
The rest of the world, who can understand fractions and who bet a lot more use fractions.
e.g Pacquiao is 9/4 for the fight. Last week he was 5/2
Maybe you maths ability is poor, so you can't work that out, but those odds are less.
You may say coming down, because that is your system -290 to -220 but I say coming in because the odds are tightening.
It makes little difference, but you seemed very confused so I thought I should help you out.

True odds are for stuff like poker, too many variable in boxer. The bookies would use form past history.
Back in 2009/2010, some bookmakers had the fight 50/50.
Pacquiao has declined more in recent years and that has bee reflected in the odds going out.
With his wins this year and Floyd's poor performances those odds have been coming back in this year.
The odd will continue to come in on Pacquiao. So bet him now, as for Floyd I would wait till the last moment to bet on him (or not bet at all)
