Yes it can be, but if your eyes aren't sharp it will not matter much.

It doesn't. You can however learn "how to take a punch". Such as rolling with the punches for example.

Increasing neck muscle. Increasing core strength.
Each allows you to angle yourself away from punches & to weaken the impact of blows. Bradley does this a lot.
Change of style like Amir Khan did is also smart. Less reckless, more methodical.

              no and yes

The chin is what it is, basically about as strong as it'll ever be by the end of puberty. All the neck exercises do is help a fighter deal better with whatever shock their chin lets through.

Take for example Amir Khan. No matter who is throwing the shot, if he gets hit clean on the chin, his eyes gloss over as if he just got hit by Ernie Shavers. With neck exercise (and the other exercises that he does for his neck and upper back), Khan has been able to "dull the impact" of his chin's failure.

An individual's punch resistance is what it is...

As some have previously stated there r things u can do to minimize the amount of blows u take, or perhaps lessen their impact.... but I have never seen anyone go from "Glass Joe" to Bald Bull" thru exercise, training or any other method....

Of course a fighter can improve his chin.

Chin is a highly intrinsic quality to be sure though, moreso than most but all serious fighters train chin obviously.

Unfortunately the ultimate thing you can do for chin is to get fat.

Building up muscles of the jaw and neck also helps.

A strong core and legs helps for stability and balance and traction.

Equalibrium exercises help with remaining upright and focussed when hit.

Water is great for chin too.

Defensive skills like head movement can minimise damage of blows.

And finally to a point becoming accustomed to blows can assist with their response to them.

You are either born with a chin or not

Other factors: over years your fighting style and whether you are used to gettting hit. Come forward fighters notoriously have good chins

Punch resistance can be improved with conditioning work.

                      But...

There are a cluster of nerves within the mandible which act like a flip switch for the brain.

The sensitivity of these nerves owes a lot to genetics and obviously cannot be conditioned in the same way.

Amir Khan can lift weights all day and night, but crack him clean on the jaw and the legs go from under him. His recovery time is too long.

Do the same thing to say, Froch or Margarito and the just walk through it.
