Because the IBF usually enforces mandatories regardless of fighters' popularity, set a mandatory re-weigh system that prevent fighters from putting on more than 10 lbs. after the official weigh-in, etc. The quality of a sanctioning body should not be determined by its world champions. They are the least corrupt sanctoning body by far, which doesn't mean much considering how awful the WBA, WBC and WBO are.
