I don't understand how Sturm is always up there. He lost against Soliman, fought at 168 and he's still next highest up?

Sturm is generous with his tv money and the WBA & IBF have appreciated him for that. There's still a good chance he passes on this fight and we ultimately end up with N'Dam vs Soliman -(people will be begging for O'Kane or Mora/Han at that point).
