Arum knows what hes talking about because he's promoted the biggest superfights ever including all of the Leonard hagler hearns Duran fights. This is a huge complicated issue.

First of all HBO has alot more viewership than ShowTime so they would obviously think they should get the lions share but duckweather is the A side so ShowTime probably thinks they should. On top of that both fighters are sponsored by different beer companies. Top rank is tecate and golden boy is carona. Then there's promotion issues because these teams have been trashing each other in the media for years, and Floyd even accusing pacquiao of using peds with no proof. Also each network has a broadcaster who has publicly made defamatory statements against the opposing fighter. Pauli malignaggi has even been accusing pacquiao of using peds, even though he's taken the strictest drug testing vada, he still looks as ripped and as fast as ever. He just shmurdered the runner Chris algieri. Also imagine how uncomfortable that would be co promoting a fight with someone you have been bashing in the media for years. There's alot of personal animosity on both sides.
