No, it's not dumb at all. Some people just don't understand how marketing/advertising work. If Andre wants more supply, then he has to build up his demand.

Rumors are swirling that Roc Nation actually reworked Andre's contract and agreed to pay him even more than his usual $2mill...

I think Ward will see it as an unnecessary rebuilding process, hence it would be dumb from his viewpoint. I remember when Peterson went from fighting Cayo on FNF for peanuts to fighting Khan on Showtime for 500k iirc. I doubt Ward has the type of hunger anymore to willingly take a step backwards, even if it could provide him with bigger opportunities in the long term. For all his skill and talent, he seems to have gotten very comfortable with his current position and doesn't want to relinquish the perks that he's earned (i.e. good purses regardless of opposition, fighting on premium cable).

HBO shouldn't pay him to fight a tune up but there isn't really a fighter that is interesting for Ward to fight at 168. HBO shouldn't even pay him to be calling the action with the HBO crew to be honest.
