The "official" contract, as in paper form to literally sign, usually isn't "signed" when announcements are made about all terms being agreed upon.

Of course Pacquiao wouldn't just sign a contract, and then wait for Floyd (days, weeks...) to sign it.

The contract will be drawn up, and "literally signed" once everything is agreed on, and both sides give verbal commitment to sign.

They should record the negotiations like law firms do. Both sides gets a copy with the privilege to expose it to the media, Or do it live.
