depends on a lot of factors - if Garcia moves up and Pacquiao moves down then obviously Pacquiao, no one at 140 beats the Pacman.

However if Pac dont move down and Garcia still moves up then its really Crawford, I think he will out hustle Lucas. I don't think Prov is consistent enough, Broner is too small and not good enough technically and Vargas is too green.
