Why do Pacquiao and his team always giving a deadline? Why are they never called out for ducking when they back out? They do this every time, we hear its movement and actual negotiation happening and they give out deadlines. That don't sound like they really trying to make the best fight possible.

The Super Bowl is on Feb 1st, as other have suggested it could very well be the platform for the official announcement. How many countries does it broadcast in? It's one of most watched sporting events in the world. And now this end of month deadline to add drama, so when on Feb 1st it seems like the fight is dead and hanging in the balance...BOOM! They did not at any point put out what was being offered. Last I heard (Brandon Rios on fighthype) Floyd made them a counter offer, and they sent him another counter offer.
