By Pacquiao fans own admission, it doesn't matter what Manny says. Bob is in control. I mean, that's was the consensus when Jessie Vargas was mentioned as a plan B opponent. Manny has no control over anything, right? It's all Bob.

So this article and anything Pacquiao says regarding the bout is irrelevant. Bob's approval is what matters.
