Arum's argument is that A Mexican fighter should have priority on Mexican Holidays over Puerto Ricans, Africans, Arabs etc.

So basically, during black history month PPV dates, the idea would be to make sure African American fighters shouldn't have to worry about non African American fighters poaching their dates from then.

Now, if no African American fighters have booked or express desire to fight during Black History Month PPV dates, then non African American fighters can freely take advantage of milking the public of their money during African American heritage days.
