Floyd has made it clear going on 2 years now he has no interest in seeing Khan in the ring. If you recall, Amir won the little poll on Floyd's site where he asked the public to vote on if he should fight Khan or Chino. He's even gone with the 'Garcia/Prescott problems' rhetoric.

Floyd doesn't like that matchup, so no fight.
