The problem with PEDs is that testing aside, there is always a masking agent and the 'chemists' producing PEDs are usually as clever if not ore so) than those developing testing criteria.
All professional sports (and many amateur) are high stakes - you either need to assume everyone is taking PEDs and implement a stringent, reproducible testing process OR nobody is, and not test at all.
Brother Khan is highly competitive, and possibly suffers from a genuine inferiority complex - but personally I would say he is clean.
But he is also not a 'clean living' athlete - so anything is possible.
