Oscar can butter up to Bob as much as he wants, but Cotto is the one that decides his own fate.
After the JMM deadening, money is definitely harder to come by; still, Pacquiao has name value and HBO is willing to air him. Have a loyal person, who understands the parameter of contracts, negotiate with all of the relevant parties on your behalf and take the shot.
Macau didn't do business with Top Rank because they had any interest in Bob Arum; they did business with Top Rank because that was how they would get Shiming and Pacquiao. Why not cut the middleman?
Money may be an issue but Pacquiao could have his loyal person work to secure the fight, hire a promotional company that he likes to handle the logistics, leverage his own star power to secure a quality site fee, front the costs for the event, and make his own money off of the 1-3 years it'll take for the residuals to come in.
As long as he doesn't take another L, he's still good for $30m-$40m in PPV revenue, imo. More work, but the money's there.Comment

IF he agreed to all of these in 2009, what happens to I don't work with Bob Arum?If Pacquiao agreed to the testing and a 50/50 split, as were the talks in 2009, the fight would've happened, with Mayweather walking away likely making him look terrible. The fight didn't happen.
Pacquiao walked away, as he's done in every negotiation ever put forward, for his silly concern that possibly giving up a vial of blood would catastrophically hamper his performance.Comment
