Floyd wants Pacquiao real badly. It's the fight he wants but we all know he wants to do everything possible to be a step ahead of Pacquiao and so the reason why Floyd is taking his time is because he's just waiting until his boy Barack is available to carry his belts to the ring for him.
As of right now, The President is too busy but once his schedule clears up in 2016, President ***** will be available to carry Floyd's belts and that's when Floyd will announce he's fighting Pacquiao.
