Better than paying for Floyd vs. Ortiz, Guerrero, or Maidana x2.

All three of those fights were against legit WW's at the time. Ortiz and Maidana were Welterweight champions, who beat other WW champions for the title (No vacant title bull****). Guerrero was legit top 10. Pacquiao hasn't fought an actual WW since Shane Mosley, which is pathetic considering where Mosley was at the time. He's been fighting JWW's coming up in weight.
