I don't think he ducked Rios. As I remember Arum refused to make the fight because he thought Rios would fail to make the 140 pound title weight. I am pretty sure Arum was right. Rios has a history of saying he can make a weight and then not even coming close to making that weight. Judging by how much Rios weighed in his recent fights his 140 days were history when he wanted to fight Ruslan for his 140 pound title. He would no doubt have come in way overweight and expected a fight as he has done before. I think Ruslan is fearless.

Ruslan fought Alvarado and Bradley when they were at their best so I don't think he would fear lesser fighters than them.
