There are no other ELITE WW's in recent times other than Floyd and Pacquiao, so to answer the question NO, because they don't exist other than Pacquiao.

Prime, Margarito, but he was never elite, B+ fighter at best.

Cotto is another Elite WW, but that wasn't Floyds fault that they didn't fight, Cotto even admitted than Bob Arum wasn't interested in him Vs Floyd.
