Rios and Ruslan both wanted the fight @ 140. Bob Arum told Provodnikov's people that Rios couldn't make 140 (even though he was Rios' Promoter) and so they went with Algeri.
They should have just took the fight anyways? now they dont mind fighting rios at 147 lol? Fact they ducked rios to go after the percieved easier fight.
