Leading into the Froch fight Groves didn't have better wins than Gonzalez and Periban. He had an old Glen Johnson, Franscisco Sierra, Kenny Anderson and Paul Smith. Groves didn't even have to fight a final eliminator to be considered mandatory, he was ranked 4th.
You're being harsh on DeGale here. His close loss to Groes was 3 and a half years ago and that rematch will only happen soon if both fighters grab world title straps.
DeGale isn't my first choice to fight Froch, I'd rather see the GGG or Ward fight. But DeGale's definitely moe worthy than Chavez Jr and Mikkel Kessler who will have been inactive for two years by the time a rematch with Froch might happen.
Even Gilberto Ramirez and Andre Dirrell don't have the wins to make a claim to fight Froch.
If DeGale beats Periban, considering he's already beaten Gonzalez and is already mandatory, and doesn't have to take this fight, then he's certainly got a bigger claim for the fight than many other of the touted opponents.
