It only means road block for fighter a :

1.) IF the words "I want to fight - fighter b" DONT come out of fighter A's mouth before the "trash talk."

2.) if fighter a is presented with a direct question "do you want to fight fighter b?" And fighter a answers with "he still has fighter C problems." Refusing to directly answer the question.

I'm pretty sure this doesn't need further explanation.

Of course, we're all human and you're entitled to misinterpret things. We have all done it.
