No. Mayweather asked for Random drug testing and Pacquiao DEMANDED a 30 day cut off. Random means random so there are no cut off dates to random. Even still, Mayweather offered a 14 day cut off and Pacquiao balked and walked out of negotiations. Mayweather later says that if they were to fight in the future that there would be no cut off date and that the 14 day offer was a one time offer.
After negotiations are over and Pacquiao is actively pursuing a defamation law suit against Mayweather and Golden Boy he goes on ESPN and in an interview with Skip Bayless and Stephen A. Smith claims that he has agreed to all of Mayweather's terms. He makes this claim even though there is no way that they could possibly be negotiating a fight and pursuing a law suit at the same time. So I guess he was saying that in theory he would accept Mayweather's terms if they were in or even able to be in negotiations.
In 2012 after settling the law suit out of court Mayweather authorizes Richard Schaefer to send Top Rank a letter of intent to enter into negotiations for a fight with Manny Pacquiao. The proposed negotiations never even get started because Bob Arum says that Mayweather is not being considered as an opponent because Pacquiao is going to be fighting Marquez. He then says that Mayweather can't fight because he would be going to jail and that the May 5th date at the MGM would be taken by Pacquiao. Mayweather gets his time postponed and Arum comes out and says that Pacquiao has a cut from his previous fight in November that will not be healed in time to fight in May. Mayweather then calls Pacquiao directly and offers him a 40 million dollar flat fee to fight (which Alex Ariza is saying was more than just a flat offer here in this article) and Pacquiao rejects it without consideration.
To your point about agreeing to terms. From what I remember when the fight was actually being negotiated they agreed to a 50 - 50 money and Mayweather agreed to all of Pacquiao's terms. Pacquiao asked for 10 million dollar per pound weight penalty and Mayweather agreed. Mayweather asked for random drug testing and Pacquiao balked. It's as simple as that. And all other serious attempts that have been made to make this fight have come from Mayweather. And Pacquiao has balked every time.
