This is true and its really always been true but Manny is nowhere near as fast as he once was. He doesn't pack that much of a punch anymore either. And to be honest his regression seems to be worse than Floyd's.

His regression is worse because he was at a higher level than Floyd during their respective Primes.

That's why Pacquiao doesn't look as fast or as powerful as he used to while Floyd still has a semblance of what he once was, without the legs though.
