I just thought about the J'Leon loss, although, unlike Khan, it's questionable whether J'Leon is actually elite level. Pacquiao has also lost 3 times to lesser opposition back in the day, which other a-level/elite boxers have lost to opponents who were of a lower level.. I guess Tyson-Douglas is an obvious one?
Khan is not an Elite fighter

Perhaps to the kool-aid drinking nut-huggers, Khan is above the pack. But in reality, coaches, trainers, sports writers, the sane-thinking public, other boxers and lastly hardcore boxing fans who aren't influenced by words, know that Khan is B-level at best.

Get a grip and join reality .........

Prescott is really a c level fighter at best, or was c level. Khan back then, was still a young contender on the way up and wasn't elite at that stage but to say Khan is not elite now is ridiculous. Khan was arguably the top 1 or 2 guy in the 140lb division when Bradley and Alexander were there, not to mention Maidana, Ortiz, Kotelnik and so on. That was a strong crop in the division and Khan's resume is/was excellent. He has shown in come back performances that he can still maintain that elite level.

The question is, why has OP ranked Garcia as a B level guy?

Flatline I will have to say Mayweather when Castillo and Maidana beat him, both those fighters are definitely good but I can't exactly say world class.

                EXACTLY.

It is the wrong question to start with.

Khan is not, and never will be 'Elite'.

He has zero punch recovery - and you need that durability to be elite.
