I feel you but the reason he turned it down was cuz pacquiao was subject to testing up to the day of the weigh in. As in it was never stated or documented that floyd would also forego the same procedure. The other offer pacquiao turned down was the bs 60/40 offer with no ppv revenue or anything that only an idiot A fighter would take. But you are right, pretty much everyone of them can share the blame.

That's not true. Both fighters would be subjected to go through the same procedure, just random. Team Pacquaio rejected that. At the time, I kinda don't blame them because it was brand new, and few understood it. Arum admitted this too, that at the time they were just ignorant about it.

I don't think there were any serious negotiations after that first one. After that, it was all crap talk from both sides.

and the 60/40 money issue was mayweather lowballing him knowing that pacquiao wont take that offer. Mayweather ducked margarito, cotto and still ducking pacquiao.
