Manny Pacquiao, Floyd Mayweather, Juan Manuel Marquez, Bernard Hopkins, and Roy Jones Jr. would by my immediate top 5.

A lot of guys who are still active fighters are sure-fire HOF fighters. Cotto and Wlad are other examples.
